graduate teachers should be called assistant masters or assistant mistresses and that they should be on a ten year scale commencing at $5400 per annum for assistant masters and $4320 per annum for assistant mistresses. recommend that men and women with higher qualifications, valuable experience or special aptitude should be promoted at any point to the grade of master or mistress. Ordinarily promotion to the grade of master or mistress should be dependent upon the passing of an efficiency bar. Candidates recruited from overseas would be expected to possess not only the necessary academic qualifications but also teaching experience. Certificated teachers should be able on passing an efficiency bar to proceed on the same scale as assistant masters or mistresses but should not go beyond the maximum of that grade.

I have the honour to refer to the Salaries Commission Report and to invite your attention to the effect on the establishment of certain grades of officers which results from the Commission's recommendations regarding the creation of certain assistant or lower grades below the main through scales.

In certain Departments, notably the Education and Medical Departments, a grade of Assistant Master (and Mistress) and Assistant Medical Officer has been created. Officers in these assistant grades are eligible at any time for promotion to Master, Mistress or Medical Officer respectively. Reference to paragraphs 105 and 112 of the Commission's Report will show that an efficiency bar is to operate between the assistant and the full grades. In other words an officer in the assistant grade who possesses the requisite qualifications and is in all respects suitable for the full grade may be placed in that grade regardless of whether a vacancy exists therein.
It therefore follows that fixed establishments of Master, Mistress or Medical Officer cannot be laid down since the number of such officers must vary from time to time depending on the number of assistants who qualify for the full grades. It will therefore be necessary in future to consider the numbers of, for example, Assistant Masters and Masters as a combined overall establish- ment. Similar conditions will obtain in for example the Police Department where promotion from Grade II to Grade I Sub- Inspector and from Sub-Inspector to Inspector does not depend on vacancies. No fixed establishment for each grade will be possible.

In the case of Assistant Engineers and Engineers, Public Works Department, the Salaries Commission has not recom- mended an efficiency bar, but that promotion should be by selection and dependent on a vacancy. Here it will therefore be possible to retain a fixed establishment for each grade.

The efficiency bar between the grades where such is specified must be regarded as of greater importance than the efficiency bar which occurs in many through scales. It would not be correct to designate it a promotion bar which normally implies that a vacancy must exist in the upper grade. In order to ensure that passage of the bar between grades such as these does not tend to become automatic it is proposed to adopt the following principles :
(a) Selection for promotion from a lower grade to a higher may be made at any time during an officer's service in the lower grade. Only officers who are qualified and suitable in every respect will be so promoted.
(b) The mere fact that an officer has served for a certain
time in the lower grade or has reached the maximum of the scale of that grade is not sufficient reason for promotion to the higher grade.
